Project Snapshot

The Africa Logistics Zone (ALZ) in Benin represents one of West Africa’s most ambitious integrated infrastructure initiatives — a purpose-built logistics and industrial free zone designed to position Benin as a premier trade and manufacturing hub for the ECOWAS region. Strategically located to leverage Benin’s geographic advantage as a gateway to landlocked neighbours including Niger, Burkina Faso, and Mali, ALZ is envisioned as a catalyst for regional supply chain transformation.

ASCELA was appointed as Master Plan Consultant to ALZ S.A., bringing domain expertise in logistics infrastructure planning, industrial real estate, economic zone development, and multimodal connectivity. ASCELA’s engagement spans the full planning spectrum — from demand assessment and land use strategy to infrastructure phasing and operational frameworks — ensuring the zone is developed on a commercially viable, globally benchmarked, and future-ready foundation.

The Challenge

Complex Multi-Stakeholder Environment

Developing a greenfield free zone of this scale required alignment across government authorities, private investors, zone operators, and prospective industrial tenants — each with distinct priorities and time horizons.

Demand Uncertainty and Market Positioning

With the zone targeting multiple sectors — including agro-processing, light manufacturing, e-commerce fulfilment, and transit logistics — establishing a credible demand baseline and a differentiated market position required rigorous, evidence-driven analysis.

Infrastructure and Phasing Complexity

Translating strategic ambition into a bankable, phased development plan demanded careful sequencing of land parcels, utilities, road connectivity, and logistics facilities — balancing early commercial viability with long-term zone vision.

What we Delivered

West Africa’s trade potential demands infrastructure investment at massive scale. ASCELA developed the strategic and spatial blueprint to make ALZ that destination.

Integrated Logistics and Industrial Master Plan

A comprehensive, phased master plan for ALZ covering land use zoning, infrastructure layout, tenant typologies, and connectivity frameworks — designed to attract anchor investors while enabling flexible, demand-responsive expansion.

Phase-wise Development Strategy

Short, medium, and long-term implementation sequencing with defined investment triggers, capacity expansion milestones, and integration protocols connecting IWT with road and urban rail.

Demand Assessment and Market Positioning

A structured phasing framework sequencing infrastructure investment, zone activation, and tenant onboarding across short, medium, and long-term horizons — with defined triggers for capacity expansion and commercial milestones.

Operational and Commercial Framework

Recommendations on zone governance models, tariff structures, tenant incentive frameworks, and service offerings — grounded in global free zone best practices and calibrated to Benin's regulatory and investment environment.
